As stated by the AfDB, the project aims to improve the quality of electricity supply and access, with a view to stimulating Chad's socio-economic and sustainable development. The specific objectives are : i) expanding clean, sustainable and cost-effective electricity production capacity whilst strengthening distribution networks to meet rising electricity demand; and ii) improving SNE's technical, financial and commercial performance.
The main beneficiaries and stakeholders of the project are the populations of Ndjamena and Moundou, the SNE, ARSE, ADERM, the Ministry of Finance, Budget, Economy, Planning and International Cooperation, the Ministry in charge of Energy and the Ministry in charge of Social Action, Solidarity and Humanitarian Affairs. The project improves electricity access through 18,550 new connections in Ndjamena, serving approximately 92,750 people (50% women). The project will also eliminate flat-rate billing for 81,450 subscribers—representing approximately 407,250 people, including vulnerable populations, through the supply and installation of prepaidmeters. In addition, the project will enable displaced women in Moundou to benefit from 250 solarkits.
