According to the Bank’s website, the overall project objective is to help open up the southern and eastern regions of Chad, as well as build resilience and reduce poverty in the project area. Specifically, the project aims to: (i) improve transport conditions for goods and people between Kyabe and Singako by constructing an all-season road; (ii) facilitate the flow of agricultural and agro-pastoral produce from the rich areas of Moyen Chari and Salamat to the consumption centres of Sarh, Moundou, Ndjamena and Abeche; and (iii) mitigate the vulnerability and build the resilience of target populations, especially women and young people in the project area.
The Moyen Chari and Salamat regions make up the wider area of this project. The route to be developed is in the department of Lac Iro, one of the three departments that make up the Moyen-Chari region in Chad. Its capital is Kyabe. This department crosses 16 localities belonging to three cantons (Kyabe, Koskobo and Singako), which thus constitute the immediate area of influence of this project. The axis to be developed is part of the Sarh-Hellibongo-Kyabe-Singako road linking Sarh to Abeche. It is a dirt road that is difficult to drive on during the rainy season. Some sections are barely passable and even impassable in the rainy season. The population of the Lac Iro Department was estimated at 173,822 in 2020. Women and young people under the age of 15 remain in the majority, accounting for 50.6% of the population.
