Project Description

According to the Bank’s website, the objective of the proposed Bank Group Emergency Relief Assistance is to contribute to the on-going efforts of the Government of South Sudan and humanitarian partners to meet the urgent and immediate needs of the vulnerable population and the victims of the current floods. The aim of the emergency assistance is to provide food and nutrition support and food-for-asset activities, where feasible. Selected food items will be provided to targeted vulnerable groups of beneficiaries, complementing contributions from other donors. This operation will specifically complement the efforts of development partners and the Government of South Sudan in acquiring and distributing Sorghum, one of the main staple cereals in the country.

The funds will be used to purchase food items, to cover associated transportation and distribution costs of food rations to the beneficiaries, and for the payment of administrative fees to the United Nations World Food Program (WFP) as the project implementing agency. The combined Direct support cost and administrative fees amount to US$ 40,513 (10.99%).Given the context of the project locations (poor or non-existent infrastructure such as roads), the cost of delivering assistance/sorghum is higher (USD 176,546) compared to the cost of food (USD 130,787). Transportation requires hiring commercial transporters with specialized trucks delivering food/sorghum locally to WFP warehouses, followed by small transporters working with Cooperating partners to deliver food to the last mile beneficiaries at the final distribution points. In-country road transport rates for Unity and Jonglei increased by an average of 32 percent with Jonglei having the highest increase due to the nature of trucks required during the rainy season. In addition, given the rainy season and the ongoing floods, WFP would have to rely on air transport to ensure the delivery of some of the assistance. Air transport is 10 times more expensive than road.
