As stated by the AfDB, the overall development objective of PAIMRAI-II is to strengthen economic and financial management in order to create the fiscal space required for implementation of Senegal’s National Development Strategy and promote private investment. More specifically, in the area of economic and financial management, the project seeks to strengthen tax revenue mobilization and public debt management, reinforce public-finance oversight, and improve the coordination, monitoring and evaluation of strategic programmes and projects under the National Development Strategy. In relation to private investment, it aims to strengthen the competitiveness of territorial development poles, improve the business environment and entrepreneurship, and establish a stronger framework for local industrial development, particularly in the extractive and energy sectors. The project will also mainstream gender considerations and support environmental governance and pollution-control policies associated with the development of oil, gas and mining resources.
The Institutional Support Project for Resource Mobilization and Investment Attractiveness – Phase II (PAIMRAI-II) is a sovereign multi-sector institutional support project in Senegal, focused on public financial management and private-sector development. It builds on the first phase of PAIMRAI and aims to consolidate reforms related to domestic resource mobilization, public debt management, oversight and transparency of public finances, coordination of public policies, private-sector competitiveness, entrepreneurship, industrial development and investment promotion. The project is structured around three components:
(i) support for domestic resource mobilization, stronger public-finance control systems and improved coordination of public policies;
(ii) support for private-sector promotion and investment attractiveness in strategic sectors; and
(iii) project management.
Activities under the first component include strengthening tax and customs administration, local revenue mobilization, public debt management, the fight against illicit financial flows, transparency in the extractive industries, external and internal audit systems, and digital tools for monitoring priority government programmes. The private-sector component will support the business environment and competitiveness across Senegal’s eight territorial development poles, strengthen the technical, managerial and financial skills of SMEs, women and young entrepreneurs, establish public-private dialogue mechanisms, digitalize business services, support an enterprise incubator, and assist women’s economic groups in exporting processed agricultural products.
The project will also support industrial and investment reforms, including the revision of the industrialization framework, mapping of investment opportunities and priority value chains, improved investment-promotion services, local-content development in the energy, oil and mining sectors, and studies related to the petroleum code and the development of the hydrogen sector.
The implementing agency is the Ministry of Economy, Finance and Planning, through the Directorate General of Taxes and Domains (DGID).
As stated by the AfDB, the total project cost is estimated at UA 31.636 million, equivalent to approximately CFAF 24.48 billion. Bank Group financing amounts to UA 26.356 million, comprising an ADF loan of UA 25.906 million and a FAT-PRI grant of UA 450,000. The Government of Senegal will contribute UA 5.281 million, or about 17% of the total project cost. No separate external co-financier is identified in the project financing plan. The FAT-PRI grant is specifically intended to strengthen the external control and audit capacities of the Court of Accounts.
