Project Description

According to the Bank’s website, the severity and scale of the flooding in January 2026 have exceeded the response capacity of the Government of Mozambique, necessitating external emergency assistance.  

The Government of Mozambique formally requested the support of the African Development Bank Group to address urgent humanitarian needs while supporting early recovery and rehabilitation efforts. Following the declaration of the Red Alert, the Government formally requested support from the Bank to provide urgent life stabilization assistance to displaced populations. According to Government of Mozambique estimates, supported by International Organization for Migration’s (IOM) Displacement Tracking Matrix, more than 600,000 people have been affected by the January 2026 floods, with over 390,000 displaced and about 100,153 sheltering in 97 temporary accommodation centres. More than 72,000 homes were flooded or destroyed, resulting in acute and widespread shelter needs. Priority needs identified by the Government include food and nutrition assistance, basic household items, blankets, temporary shelter, and support rescue and evacuation operations for populations trapped or isolated in high-risk areas.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project was categorized in ISTS and validated in SAP as Category 3 (Low Risk).

The proposed project activities are expected to have low environmental and social risks and impacts because they involve emergency intervention and procurement for provision of priority needs identified by the Government which include food assistance, basic household items, blankets, tents for temporary shelter, and support to rescue and evacuation operations for populations trapped or isolated in high-risk areas. Moreover, the project will not support any physical investment projects or feasibility studies for physical investments for future projects.
