Project Description

According to the Bank’s website, the Technical Assistance for the Preparation of Feasibility, Environmental, Social and Climate Studies for an Integrated Agricultural Value Chains Development Project in Equatorial Guinea aims to support the Government in preparing a bankable investment project in the agricultural sector. The total cost of the technical assistance amounts to UA 583,625. The project is financed by a grant of UA 507,500 (85%) from the Middle-Income Country Technical Assistance Fund (MIC-TAF) administered by the African Development Bank, with a counterpart contribution of UA 76,125 (15%) from the Government of Equatorial Guinea. The Ministry of Agriculture is the executing agency, with implementation support from the PASPA Project Implementation Unit, and the technical studies will be carried out in close collaboration with the FAO Investment Centre.

The objective of the project is to contribute to the preparation of a future large-scale investment aimed at sustainably improving agricultural productivity, climate resilience, food security, and rural livelihoods in Equatorial Guinea. The technical assistance focuses on conducting comprehensive feasibility studies, including technical, architectural, market, environmental, social, and climate assessments, to support the development of integrated and climate-resilient agricultural value chains.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project is considered low-risk, as it consists of technical assistance without the immediate implementation of physical activities that generate direct negative environmental and social risks and impacts. However, in accordance with the requirements of the African Development Bank’s Integrated Safeguards System, the project is classified as Category 1—projects with high risk. This classification is justified by the fact that the studies planned under the technical assistance component will pave the way for future physical investments involving: (i) basic community infrastructure, such as village water supply systems, sanitation facilities (latrines, etc.), energy access (solar panels), waste management infrastructure, and irrigation facilities; (ii) rural infrastructure, including buildings, storage and processing centers, and rural access roads; and (iii) agricultural production plots—all of which have the potential to entail major environmental and social risks.
