According to the Bank’s website, the Support Project for Governance to Promote Inclusive Growth (PAGOCI) received approval from the Board of Directors of the African Development Bank Group on 19 November 2025 in Abidjan, with total financing of EUR 38.92 million for Côte d’Ivoire. The financing package consists of two loans: EUR 29.19 million from the African Development Bank and EUR 9.73 million from the African Development Fund, the Bank Group’s concessional lending window. The project is designed to strengthen economic and financial governance in support of Côte d’Ivoire’s development ambitions and to help ensure an effective implementation of the country’s development planning and budgeting frameworks, particularly in the context of its upcoming national development priorities.
The overarching objective of PAGOCI is to promote strong, resilient, and inclusive growth through strategic public policies that are responsive to gender and climate considerations, supported by increased domestic resource mobilisation and a more efficient, transparent use of public funds. The project aims to support the effective implementation of Côte d’Ivoire’s development plan by reinforcing a budget programming framework consistent with macroeconomic balances, strengthening domestic revenue mobilisation, and improving the management and execution of public investments through strengthened control mechanisms. It also seeks to reinforce the full policy cycle—programming, planning, budgeting, monitoring, and evaluation—so that public action delivers better results and supports sustainable development outcomes.
The principal beneficiaries of PAGOCI include the Government of Côte d’Ivoire and its public institutions responsible for economic governance, public financial management, and public investment planning and oversight. By helping ensure stable and sustainable public revenues, the project supports the financing of Côte d’Ivoire’s ambitious development agenda and contributes to building investor confidence through stronger controls, improved transparency, and enhanced accountability—thereby creating a more enabling environment for private sector development. The project also strengthens institutional capacity to integrate gender and climate change dimensions into the selection and prioritisation of public investment projects, and it supports the development of a gender strategy within Côte d’Ivoire’s National Policy on Gender Equality and Equity, ensuring that inclusive growth objectives are reflected more systematically in public investment choices.
The Governance Support Project for the Promotion of Inclusive Growth (PAGOCI) is classified as Category 3 (Low Risk) because its activities are mainly of an intellectual and planning nature, not involving physical works, land acquisitions or involuntary population displacements (zero displaced persons).
