According to the Bank’s website, the purpose of this addendum is to seek approval from the Board of Directors of the African Development Fund (ADF) for a UA 6,871.861.52 grant from the Climate Action Window (CAW)-Adaptation Sub-Window, to complement the financing of the Value Chains Development Project to Support the Agricultural Transformation Programme (PADCV-PTA) in the amount of UA 197.59 million (ADF and TSF financing), approved on 17 July 2024 by the Board of Directors of the African Development Bank Group. The supplementary financing is being sought to meet the need to put in place climate change adaptation measures, in addition to the activities set out in the PADCV-PTA.
These measures make it possible to:
i) strengthen there silience of communities to climate risks through human and institutional capacity building;
ii) implement appropriate activities to sustainably improve food security and contribute to increasing yields and incomes of local communities while increasing the climate change adaptation capacities of the beneficiaries.
The project's development objective is to build the resilience of PADCV-PTA beneficiary communities to climate change impacts.
The specific objectives are:
i) to broaden access to innovative technologies for climate change adaption; and
ii) to build the institutional capacity of meteorological services to improve the national early warning system.
Environmental Category: [3] Low Risk
The project is classified as a low environmental and social risk project. This categorisation corresponds to category 3 in accordance with the requirements of the Bank's Integrated Safeguards System (ISS). Project activities focus on building the stakeholders’ climate change adaptation capacity.
The project does not involve the involuntary displacement or resettlement of people.
The total cost of the PADCV-PTA, excluding taxes and customs duties, including climate change adaptation activities to be financed by the CAW, is estimated at UA 243.3 million, or USD 321.0 million. It will be financed to the tune of UA 190.0 million (78.1%) by the ADF, UA 7.6 million (3.1%) by the TSF, UA 6.9 million (2.7%) by the Climate Action Window (CAW), UA 33.8 million (13.9%) by the DRC government and UA 5.0 million (2.1%) by the beneficiaries.
