As stated by the AfDB, the objective of the project is to contribute to increasing the contribution of the fisheries and aquaculture sector to local and national economies and to food sovereignty by promoting aquaculture, fisheries governance and improving the added value of fish. The specific objectives are:
(i) sustainable development of production and productivity in the aquaculture sector;
(ii) sustainable management of inland and marine fisheries; and
(iii) development of fisheries value chains that are resilient to climate change.
The project should directly or indirectly benefit all stakeholders operating along the targeted value chains, from production to final consumption, via the processing, transport, service provision (inputs, seeds, equipment and materials, training) and fish marketing stages. The beneficiaries will be small-scale fishermen, fish farmers, fishmongers, fish shop processors and traders, and the fish farmers' inter-union.
The other beneficiaries are the managers and staff of the Ministry of Agriculture, Livestock and Fisheries (MAEP) and partner structures (financing institutions, institutions responsible for standards and health safety) of the project, whose human, financial and logistical resources will be strengthened. The total number of direct and indirect beneficiaries expected from the programme is estimated at around 673,000 people, half of whom will be women, comprising 63,000 in aquaculture (6,300 direct) and 610,000 in fishing (61,000 direct).
