According to the bank-provided project information, the objective of the Budget Efficiency, Effectiveness and Transparency Technical Assistance Project is to strengthen public financial management systems in the Republic of Angola by maximizing value for taxpayers, building confidence in government systems and ensuring effective stakeholders' participation in resource allocation. The project will strengthen the capacity of the Ministry of Finance and key ministries to enhance budget efficiency and transparency. The initiative will support the timely publication of quality budget documents in line with international standards. Additionally, it will assist the Ministry in overseeing state-owned enterprises (SOEs) following recent statutory reforms.
The project is a priority for the Ministry of Finance as it aligns with ongoing efforts to enhance budget performance, transparency, and the overall ranking of Angola in budget transparency indicators in the short to medium term. By addressing existing bottlenecks and building capacity for sustainable reforms, the project aims to create lasting improvements in the country's public financial management system.
