According to the bank-provided project information, the overall development objective of the proposed two-year Economic Governance and Resilience Support program is to foster inclusive and sustainable economic growth through prudent fiscal management and increased private sector participation in order to accelerate economic diversification and transformation. The program will support the government in its efforts to implement reforms aimed at accelerating economic growth by creating an environment more conducive to private sector participation, particularly in the agricultural sector. This will mean increasing the confidence of investors and development partners in the economy by improving transparency, accountability and efficiency, and fostering resilience through climate-resilient agriculture. The EGRSP program complements the Bank's efforts under other programs (PRSA and ERAVCDP) to update, modernize and align key agricultural policies. These policies cover areas such as input supply (seeds, fertilizers and agricultural chemicals), mechanization (including equipment supply and irrigation), market infrastructure and market rules and regulations (such as import and export regulations, sanitary and phytosanitary measures, food safety standards). The program supports the government in developing and implementing policies for the transition to market-oriented agriculture, based on sound sector governance. This transition will stimulate private sector participation, create new employment opportunities, strengthen inclusion and ultimately contribute to economic diversification.
