Project Description

La cooperación técnica fortalecerá las capacidades institucionales de la Secretaría de Hacienda y Crédito Público y de otras instituciones, creando un círculo virtuoso de planificación, ejecución y rendición de cuentas del gasto público con transparencia, confiabilidad de la información y participación del sector privado. Contribuirá a mejorar la eficacia y eficiencia de los ciclos presupuestario, de inversión y de tesorería en Honduras, incluyendo la planificación, formulación, ejecución y rendición de cuentas. También ayudará en las proyecciones fiscales y el seguimiento de la regla fiscal. En materia de planificación y ejecución del gasto, un elemento clave será potenciar el vínculo entre el gasto y el sector privado para potenciar su impacto en la productividad. Dada la importante presencia de las PYME en el tejido productivo hondureño, será importante comprender su funcionamiento y las barreras que limitan sus ganancias de productividad para que un gasto público bien planificado pueda ayudar a mitigarlas.

El Mecanismo Independiente de Consulta e Investigación (MICI) es el mecanismo independiente de presentación de quejas y el órgano de determinación de hechos para las personas que han sido o pueden ser afectadas negativamente por un proyecto financiado por el Banco Interamericano de Desarrollo (BID) o la Corporación Interamericana de Inversiones (CII). Si presenta una queja ante el MICI, es posible que le ayuden a abordar los problemas que planteó a través de un proceso de resolución de disputas con quienes implementan el proyecto y/o mediante una investigación para evaluar si el BID o la CII están siguiendo sus propias políticas para prevenir o mitigar daños a las personas o al medio ambiente.
