According to the IADB, the general objective of this Technical Cooperation (TC) is to provide targeted technical assistance to support the supervision and implementation of health infrastructure investments financed under operation HA-J0012 "Rebuild Access to Essential Health Services" 6049/GR-HA, and to strengthen the capacity for the sustainable deployment and operational readiness of essential health services, including transition to operation of new and rehabilitated health facilities, in Haiti's Greater North and, as needed, in other areas of the country where program activities require technical support for implementation and supervision. The specific objectives are: (i) strengthen technical and operational capacities for the planning, prioritization, supervision, and management of hospital infrastructure investments; and (ii) assess the fiscal impact and sustainability of sustaining and scaling essential health services, through alternative costing scenarios, cost-effectiveness analysis, and estimates of recurrent personnel and operating costs, to support the gradual absorption of services into national public health expenditures.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
