According to the IADB, this Technical Cooperation (TC) will support the Municipal Works Directorate (DOM) in strengthening its technical and institutional capacities to structure municipal market modernization and management projects under Public-Private Partnership (PPP) schemes. Specifically, it will: (i) develop a methodology and procedure for structuring municipal market projects under PPP schemes, enhancing the technical, financial, institutional, and contractual aspects required for their implementation; and (ii) design the mechanisms, instruments, and guidelines necessary for the preparation of PPP procurement processes for municipal markets through the application of the developed methodology, including the preparation of a pilot procurement process.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
