De acuerdo con el documento SOLICITUD DE MANIFESTACIONES DE INTERÉS SERVICIOS DE CONSULTORÍA - OPERACIONES EJECUTADAS POR EL BANCO PROCESO DE SELECCIÓN COMPETITIVO SIMPLIFICADO, el objetivo central de este proyecto es elaborar el Reglamento General de Aplicación de la Ley Minera y los Reglamentos Técnicos específicos requeridos para su correcta implementación, asegurando su coherencia legal, técnica y operativa. Para este fin, a partir de asistencia técnica provista por el Banco Interamericano de Desarrollo en
2022, el Viceministerio de Minas cuenta con un listado indicativo de reglamentos y con los contenidos mínimos que debe tener cada uno. Este listado indicativo incluye los siguientes reglamentos: (1) aplicación; (2) cantidades, forma y peso de sustancias minerales permitidas para extracción de muestras, (3) armonización minero-ambiental, cierre de minas y accidentes catastróficos; (4) criterios y estándares para las fases del ciclo minero; (5) evaluación y fiscalización de sustancias minerales a exportar por puertos y aeropuertos; (6) fiscalización minera; (7) garantías mineras; (8) implementación del registro público digital; (9) estudios de prefactibilidad y factibilidad; (10) concesiones y licencias; (11) informes de operación anuales; (12) interrupción de actividades; (13) minería artesanal; (14) minería subterránea; (15) proceso sancionatorio minero; (16) protocolo técnico de visitas de inspección, fiscalización monitoreo y evaluación; (18) regalías mineras; (19) demasías; y (20) tierras raras y minerales radiactivos
According to the IADB Evaluation Report: Action Plan for Group C and D Countries, in 1997, the Board of Executive Directors approved funding for a special program to improve the capacity of C and D countries to make effective use of Bank financing. The ultimate purpose of this initiative was to help the Bank and these countries to achieve the financing goals established in the Bank's Seventh Replenishment Exercise. The purpose of this evaluation (RE-242) by the Office of Evaluation and Supervision (OVE) is to examine the effectiveness of the execution mechanisms employed to achieve planned objectives. It should be noted that, due to the short time that has elapsed since the Plan was initiated, it has not been possible to assess the impact of its activities on the capacity of the 19 C and D countries to absorb Bank financing.
