According to the IADB, the general objective of this Technical Cooperation (TC) is to support the development of a technology guarantee system in Costa Rica by learning from the best practices of the Korea Technology Finance Corporation (KOTEC). Specific objectives are: (i) designing of a Costa Rican Technology Rating System (CTRS) to identify Small and Medium Enterprises (SMEs) with innovation potential; (ii) development of the Costa Rica Technology Guarantee Scheme (CTGS) and a pilot plan for testing the CTRS in the local context; and (iii) sharing knowledge regarding South Korean innovation policy experience with specific recommendations for Costa Rica's policy makers.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
