According to the IADB, the goal of this Technical Cooperation (TC) is to support the achievement of the country's climate and biodiversity objectives, which are essential for meeting the targets set in operation CH-L1179, both in the first and second operations of the programmatic series. The specific objectives of the TC are: (i) to support the design and implementation of instruments derived from the Framework Law on Climate Change for climate planning at the sectoral and subnational levels; (ii) to strengthen the country's institutional capacity for climate action, sustainable development, and biodiversity protection; and (iii) to introduce policies that incentivize public and private investments in carbon-neutral and resilient initiatives.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
