The objective of the technical cooperation is to support the preparation of a future Program for Innovation and Institutional Strengthening for Food Security (CH-L1171), which will seek to strengthen the functions of MINAGRI to protect and monitor essential assets (sanitary, genetic and natural resources) for food security; provide better quality services to farmers, agro-exporters and food importers; and support the digital transformation of the Servicio Agricola y Ganadero (SAG) and the Instituto Nacional de Investigaciones Agropecuarias (INIA). The TC will support the design of the Program, since it will make it possible to define the priority investments and create the necessary capacities for the supervision and evaluation of the main results (KPIs) that the Program would have. In turn, the TC will contribute to strengthening the MINAGRI's skills budget preparation process, by generating products that will make it possible to substantiate the need for certain investments, which is essential for MINAGRI to have the budgetary space to include the IDB program.
ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
