The objective of this TC is to enhance subnational environmental governance in Brazil according to evidence-based public policy analysis. The project will build on relevant reference methodologies, such as IDB's "Environmental Governance Indicators for Latin America and the Caribbean" and Centro de Lideranca Publica (CLP)'s Ranking of Green Assets, to consolidate a comprehensive and efficient methodology to evaluate subnational environmental governance in Brazil. This methodology will contribute to the identification of gaps on environmental policy at state-level and to the provision of evidence informed recommendations for policy reforms.

ACCOUNTABILITY MECHANISM OF IDB / IDB INVEST
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IDB Invest)-funded project.
