El Gobierno de Bolivia tiene como reto la expansión del área irrigada en el país como parte de su estrategia para promover la productividad agropecuaria, combatir la pobreza y garantizar la seguridad alimentaria. Desde la promulgación de la Ley de Riego en 2004, que permitió la regularización de los derechos del agua y estableció los procesos administrativos para acceder al recurso hídrico, el Gobierno ha venido aumentado el área irrigada a un ritmo de 10,000 hectáreas por año, a través de la construcción de nuevos sistemas de riego y la mejora de los existentes. El Plan Nacional de Desarrollo de Riego, aprobado en 2007 tiene como meta llegar a 450 mil hectáreas irrigadas hasta el año 2025.
