According to the IADB, the objective of the TC is to support the preparation and initiation of the implementation of the "Urban Stormwater Drainage Program in Bolivia" (BO-L1236) through technical assistance to the Ministry of Environment and Water (MMAyA) and to prioritized municipalities, for the development of studies and feasibility analyses (technical, economic, financial, institutional, social, and environmental) and the strengthening of capacities and/or establishment of the corresponding executing units. The specific objectives are: (i) to develop and/or update environmental, institutional, social, economic, and technical studies of the projects that will be part of the sample, as well as studies on gender and diversity and climate change; (ii) to prepare all documents related to project planning, such as the Execution Plan (PEP), Annual Operating Plan (POA), Procurement Plan (PA), Risk Matrix (GRP), and Operational Regulations (ROP), among others; and (iii) to support and strengthen the Executing Units of the loan during the preparation and at the beginning of its implementation.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
