Project Description

The overall objective of the project is to contribute to improving the productivity of the economy in the southern region of Bolivia through the provision of adequate road infrastructure. The specific objective is to improve the quality of the RVF service and user road safety.

El objetivo específico de la Operación es de ampliar de 2 a 4 carriles el tramo de carretera que
extiende 7,4 km en la Ruta Nacional R09 de la Red Vial Federal entre Campo Pajoso (en la
intersección con la Ruta Nacional 29) como inicio, y el acceso al aeropuerto de Yacuiba. La operación se desarrolla sobre un corredor más amplio desde Villamontes hasta
Yacuiba que podrá ser sujeto de mejoras viales a futuro, pero el cual es independiente de la operación propuesta. Para el desarrollo del proyecto, se financiarán actividades de construcción de las vías,puentes, pasos a desnivel, pasarelas y rotondas. 

El tramo identificado se ubica en el corredor vial Norte - Sur y tiene una longitud de 11,04 km. Comprende el tramo que se ubica en la Ruta Nacional R09 de la RVF entre Campo Pajoso y la rotonda de acceso aYacuiba, en el Departamento de Tarija, provincia del Gran Chaco. Se desarrolla sobre un tramo de 89,89 km desde Villamontes hasta Yacuiba, que forma parte del Corredor Vial Norte – Sur, e integra a Bolivia en el límite Sur con Argentina en el paso internacional de Yacuiba – Salvador Mazza.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

Las obras viales no afectarán hábitats naturales ya que el DDV y las cruces de cuerpos de agua se encuentran previamente intervenidos.
Finalmente, hay un área protegida, el Parque Nacional y Área Natural de Manejo Integrado (PNANMI) Aguaragüe, en la sierra al oeste del área de influencia del proyecto, aunque el DDV se encuentra parcialmente a un área delimitada como área con demanda territorial indígena en 2005,
no se ha titulado tierras indígenas en la zona del proyecto (ver mapa) y no existe evidencia de
conflictos de uso. En cuanto a desastres naturales, el proyecto toma lugar en una región seca y
expuesta tanto a sequía como a ocasionales lluvias fuertes, por lo cual se analizará la relación entre
el proyecto y estos desastres naturales, por ejemplo el efecto de barrera y la aceptabilidad de las
obras de drenaje para prevenirlo.

El proyecto posee licencia ambiental
para obras y mantenimiento. Los estudios ambientales y sociales realizados
indican que no serán necesarios desplazamientos físicos de viviendas, sin
embargo, se realizará una actualización del Plan de Reasentamiento Involuntario
para verificación, y de ser el caso, se evitarán afectaciones a viviendas.
Complementariamente, se realizarán los traslados de servicios de agua,
electricidad y gas, y compensaciones por desplazamiento económico temporal, las
cuales estarán detalladas en el censo de afectaciones que son parte de los
documentos que comprende el Estudio de Impacto Ambiental y Social, que serán
divulgados en el sitio web del Banco
