The objective of this TC is to design and implement a robust, nationally owned MRV system to track the performance, outcomes, and impact of Belize's blue economy. The system will support evidence-based decision-making, enhance transparency and accountability, and enable alignment with national priorities, international commitments, and innovative financing mechanisms. Specifically, it will track progress toward the targets and milestones of the Belize Sustainable Ocean Plan (BSOP), the Integrated Coastal Zone Management (ICZM) Plan, and the Project Finance for Permanence (PFP) initiative, as well as enable access to outcome-based finance. Specific goals are to: (i) strengthen institutional capacity to generate and manage blue economy data; (ii) operationalize the KPIs developed with NatCap into a functional MRV system; (iii) develop a project inventory tool to track and assess blue economy investments; and (iv) support alignment with international MRV standards, including for climate and biodiversity finance.
ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
