According to the IADB, the objective of this Technical Cooperation (TC) is to improve the performance and institutional capacity of Barbados' public sector by providing targeted technical assistance to design, pilot, and evaluate innovative solutions that address operational challenges and other impediments affecting critical functions across relevant Ministries, Departments, and Agencies (MDAs). The specific objective is to support the implementation of public sector reforms to achieve performance improvements, focusing on: (i) identifying bottlenecks affecting public service delivery or investment execution, as part of current state (AS-IS) analysis; (ii) defining improved state (TO-BE) scenarios for governance, institutional or operational improvement; (iii) designing toolkits or implementation roadmaps; (iv) testing innovative solutions through pilots; and, (v) evaluating the pilots effectiveness.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
