Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the objective of this project is to strengthen the capacity to prevent, detect, and respond to priority zoonotic diseases, antimicrobial resistance, and food safety issues in Turkmenistan through a One Health approach.

This Project is part of a regional MPA on “One Health for Pandemic Prevention, Food Systems Resilience, and Ecosystem Health in Central Asia (P181459).” The comprehensive program is scheduled for implementation over a seven-year period (2025–2032) and will be executed in three phases, focusing on the following countries: Kyrgyz Republic, Tajikistan, Turkmenistan, Kazakhstan, and Uzbekistan. The program's development objective (PrDO) is to enhance the capacity to prevent, detect, and respond to priority zoonotic diseases, antimicrobial resistance, and food safety challenges in Central Asia through a regional One Health strategy. The program encompasses four components: (i) Strengthening One Health Governance, (ii) Enhancing One Health Knowledge and Workforce Capacity, (iii) Improving One Health Prevention, Early Detection, and Response Systems, and (iv) Project Management, Monitoring & Evaluation, and Learning. On May 27, 2025, the program received Board Approval with a total funding allocation of US$ 130 million. Turkmenistan will join the program in Phase 2, with its continued participation in Phase 3 yet to be determined.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The overall environmental and social risks are assessed as substantial. Activities under Component 1 are largely policy-oriented, but entail environmental or social risks, primarily related to inclusive stakeholder engagement and coordination, outreach/communications and community heath and safety. Component 3 involves procurement of veterinary and laboratory equipment, surveillance tools, transportation and IT systems, and support for laboratory accreditation. These may result in generation of hazardous and e-waste, biohazard exposure, and OHS risks for laboratory and field personnel. Other environmental impacts may also arise from increased mobility and operations in sensitive areas (e.g., field operations using boats and vehicles may lead to habitat disturbance, noise disruption, especially if carried out in or near protected areas). The project’s social risk is substantial. The country has limited experience in community engagement and challenges in reaching communities, which may affect communication and project acceptance. Risks include spread of zoonotic diseases, exposure to infections for communities, lab workers, and waste pickers, and possible coordination issues among relevant ministries. No civil works or land acquisition are involved.
