Project Description

According to the Bank’s website, the objective of this project is to respond promptly and effectively to an eligible crisis or emergency in Burkina Faso.

The Emergency Response Project (CERP) is one of the instruments that can be used to channel the 10% of undisbursed and uncommitted funds in the country portfolio available through the Rapid Response Option (RRO). This IPF is prepared in advance and has no initial funding. It can be activated to use RRO funds to respond to natural disasters, public health emergencies, political or security crises and economic or social crises. The funds will be implemented on the basis of a positive list of eligible expenditures, including financing of essential imports (e.g. food, medicines), cash transfers to affected households, salaries in key sectors to improve emergency response and the replenishment of emergency or solidarity funds. This list will be developed and agreed with the government during the preparation phase.

According to the Board Report Document, on September 18, 2026, the Division Director approved Burkina Faso’s request for funds to be repurposed through the Burkina Faso Contingent Emergency Response Project (CERP) (P509526). The reallocation request is within the 10 percent limit within a fiscal year of the total undisbursed Investment Project Financing (IPF) and Program for Results (PforR) Bank Loan portfolio.

Burkina Faso triggered the RRO to respond to a food security crisis caused by the ongoing Middle East Crisis on fertilizer supply and prices, requesting funds to be repurposed through the Burkina Faso CERP. A total of USD 30 million was repurposed on September 18, 2026, from the operations shown below.
