Project Description

According to the Bank’s website, the objective of this project is to strengthen the resilience of targeted communities of Myanmar.

The project would strengthen the capacity of vulnerable communities to address short- to medium-term development priorities through training, facilitation support, community-based infrastructure, and livelihoods support. The project would also support emergency response activities for communities affected by crisis or disaster through the provision of livelihoods support and essential services such as water, sanitation, shelter, and other critical needs.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The Environmental risk rating is Substantial. The potential environmental risks associated with the project include: environmental pollution and community health and safety issues due to rehabilitation and construction activities, safety risks to project workers and construction workers and beneficiaries, landmines and unexploded ordnance (UXO); illegal or uncontrolled use of forests and other resources; overuse of water resources; impacts on natural and critical habitats and ecosystems; improper disposal of construction waste, food packaging, and non-food items; health and safety risks and pollution arising from inappropriate methods of transportation; distribution, use and handling of agricultural chemicals; risks of incidental introduction of invasive alien species through distribution of vegetable seeds; possible food safety issues from improper methods of transportation and storage of food assistance; and climate related risks.

The social risk associated with this project is classified as Substantial. Potential social risks include the exclusion of vulnerable beneficiaries from the project activities, risks to project and construction workers (health and safety, security, and sexual exploitation or abuse/sexual harassment (SEA/SH)), risks to beneficiaries when collecting assistance (security, discrimination, SEA/SH), community health and risk of the inadequate and culturally inappropriate stakeholder engagement (particularly for ethnic people) and grievance redress mechanism (GRM) function. Communities hosting beneficiaries (who may be internally displaced) also may be exposed to safety and security risks due to the location of project activities in their communities. UNOPS and ICRC both have a solid track record in successfully delivering the activities to be supported under the project. Given the overall volatile context of Myanmar and heightened security risks, the recommended social risk rating is substantial rather than moderate.
