Project Description

As stated by the MIGA, this summary covers an application by National Beverage Company (NBC) of West Bank and Gaza, and/or any of its group companies or subsidiaries yet to be identified, for their equity investment in Al-Tayf Dairy and Food Products (Al-Tayf), an existing dairy product manufacturing facility and distributor located in Tulkarm City in the West Bank. The investors seek cover for up to USD 22.5 million against the risks of expropriation and war and civil disturbance (including temporary loss of income) for a guarantee period of up to 5 years. 

The Project involves the maintenance and expansion of an existing dairy processing operation producing a range of products, including fresh and long-life milk, yogurt, labneh, cream, ayran, and cheese, sold under the Candia brand. Al-Tayf is a wholly owned subsidiary of NBC, whose major shareholders include Coca-Cola Midi S.A.S. of France, Vegetable Oil Industries Company (VOIC), and Yusor Company for Investments.  

With MIGA's support, NBC will secure its existing investment in Al-Tayf and strengthen its ability to continue operating and pursuing its long-term business plans. These include growing total production from approximately 22,400 tons in 2026 to an estimated 40,000 tons by 2035 and enabling the extension of Al-Tayf's distribution reach into new geographic markets within the West Bank and Gaza and potentially into Jordan, reinforcing the company's position as a leading domestic dairy supplier and advancing the broader goal of a self-sufficient Palestinian dairy supply chain. 

MIGA’s support for The Project will be provided by the West Bank and Gaza Trust Fund (WBGTF).

The Project comprises the following existing facilities:

(i) the main dairy processing facility in Kufer Zibad, Tulkarm Governorate;
(ii) the North Warehouse (950 m2) in the northern region serving Nablus, Jenin and surrounding areas;
(iii) the Ramallah Warehouse (600 m2) supporting central distribution to Ramallah and Jericho; and
(iv) the Hebron Warehouse (275 m2) supporting cold-chain storage and southern distribution.

The processing facility includes milk reception bays, a quality-control laboratory, pasteurization and fermentation units, cold storage, Clean-in-Place (CIP) systems and an on-site wastewater treatment plant (WWTP). The Project also covers planned investments to expand product lines and production capacity, including a new pasteurization line, a new filling machine, a high-shear mixer, process efficiency improvements, a rooftop solar photovoltaic (PV) system, additional storage and distribution capacity.

The project's development impacts stem from the strengthening of domestic food production capacity in a fragile and conflict-affected economy. By increasing domestic dairy processing capacity, the project contributes to Palestinian food and nutrition security and reduces dependence on imports, supporting a more resilient sector and self-sufficient local economy. Al-Tayf currently supports 250 direct jobs and approximately 2,500 indirect jobs across its supply chain and distribution network within the West Bank and Gaza, with all of their milk sourced locally from Palestinian dairy farms.  

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

As stated by the MIGA, the main processing facility is located in the village of Kufer Zibad, approximately 17 kilometers south of Tulkarm city, in a predominantly rural and agricultural setting characterized by olive groves, other cultivated plots, and dispersed village residences. The facility itself sits within a designated private industrial area, limiting direct exposure to nearby residents. 

Al-Tayf produces Ultra-High Temperature (UHT) milk, fresh milk, yogurt, labneh, cream, cheese, sour cream and fortified and high-protein products under the Candia brand. The facility has a current milk processing and packaging capacity of approximately 75 metric tons (75,000 liters) per day. Actual finished dairy production averages over 65 metric tons per day, with annual production of approximately 20,000 metric tons. Al-Tayf's annual production is projected to increase from approximately 22,400 metric tons in 2026 to approximately 40,000 metric tons by 2035, with fresh milk remaining the largest volume category. 

Raw milk is sourced from three local dairy farms in the West Bank, supporting supply continuity and operational resilience. Each supplier operates its own insulated milk tanker fleet to maintain cold-chain integrity during transportation to the processing facility. The cold-chain distribution network comprises approximately 40 refrigerated vehicles, operated through a combination of company-owned vehicles and qualified third-party distributors, providing direct coverage across West Bank cities and indirect coverage to remote areas. Supply-chain considerations and associated environmental and social risks have been considered as part of MIGA's E&S review to the extent relevant to Project Enterprise's operations and raw milk supply.

The guarantee is towards NBC's existing equity investment in Al-Tayf Dairy and Food Products (Al-Tayf, the Project Enterprise or PE), a currently operating dairy product manufacturing facility and distributor in the West Bank. 

As stated on the company's LinkedIn account, Al-Tayf is a company producing various types of dairy products under the franchise of Candia - a subsidiary of the leading French cooperative Sodiaal Group. It started production in 2019 and was able, within a short period, to achieve a large market share in the Palestinian market in milk and dairy sector, by providing competitive and high-quality products of 100% fresh milk. 

As stated by Bloomberg, National Beverage Company Ramallah was founded in 1998. The Company's line of business includes the wholesale distribution of groceries and related products.
