According to the bank document, "IFC will advise Pham Ngoc Thach University of Medicine in structuring and tendering a public-private partnership project for an outpatient care and training facility in Ho Chi Minh City. The private partner will be expected to construct, equip, maintain, and provide non-clinical facility management services.
The Project is expected to provide improved access to quality health services for the people of HCMC and to result in private investment in HCMC's health services and infrastructure".

ACCOUNTABILITY MECHANISM OF IFC
The Compliance Advisor Ombudsman (CAO) is the independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an IFC or MIGA- financed project.
