Project Description

Support the implementation of the PE-L1228 program of integrated health networks, in particular for the strengthening of digital health governance, electronic medical records and telehealth, reliability and availability of information for decision-making and promotion of a digital health ecosystem.

Esta cooperación técnica (CT) busca fortalecer la implementación de redes integradas de salud en Lima Metropolitana, enfocadas en mejorar la oferta de servicios de atención primaria del primer nivel de atención en coordinación, con servicios especializados y de apoyo de diagnóstico. Se espera mejorar los procesos de gestión clínica para una atención continua y de calidad a las personas, familias y comunidades, con énfasis en la promoción y prevención de la salud. La propuesta de organización en redes y de un nuevo modelo de atención implica fuertes cambios técnicos y de gestión, que se beneficiarán de tecnologías digitales y de sistemas de información personalizados.

La Secretaría de Gobierno Digital (SeGDi), organismo rector para la transformación digital en el Perú, viene trabajando en distintos frentes para mejorar y ampliar la interoperabilidad técnica de los servicios públicos, modernizando las organizaciones con proyectos digitales dirigidos a aumentar la satisfacción de los ciudadanos y al mismo tiempo mejorar la eficiencia del Estado.  La presente CT fortalece al Ministerio de Salud ( MINSA) para avanzar con la implementación de los ejes estratégicos
propuestos, por medio de algunos productos claves, como son la definición de la hoja de ruta para la transformación digital, un mapeo de soluciones tecnológicas, una
encuesta de medición de acceso y uso de tecnología, un diagnóstico de ciberseguridad con apoyo de la división IFD/ICS, y el uso de design thinking para el diseño de
soluciones de gestión, entre otras, acompañados del fortalecimiento de capacidades para la conducción del proceso en el sector salud.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

Componente I: Apoyo con el diseño e implementación de la transformación digital del sector Salud en Perú. Financiara la asistencia técnica para el desarrollo e implementación de de una hoja de ruta para la transformación digital en salud, un mapeo de las aplicaciones disponibles en el país; una medición de uso y acceso a
tecnología de salud, un diagnóstico de ciberseguridad en salud en colaboración con IFD/ICS, y un ejercicio de la metodología de design thinking para el diseño de soluciones tecnológicas para funcionamiento de la Central SMA.
Componente II: Fortalecimiento de capacidades para implementar la agenda digital en Salud. El objetivo de este componente es apoyar el gobierno en sus
capacidades para implementar su estrategia de gobierno digital y comunicar sus avances. Incluye capacitaciones de expertos regionales, encuentros regionales
con la red RACSEL, y entrenamientos provistos por centros de excelencia de la OMS.
