As stated by the IADB, the primary objective of this Technical Cooperation (TC) is to enhance the institutional capacity of Mexico's Trust Funds for Rural Development (FIRA, by its Spanish acronym) by integrating and mainstreaming EbA principles into its strategic framework. The TC will help establish a robust governance structure within FIRA, while also building the capacities of its financial intermediaries. Furthermore, it will support the creation and development of new rural credit providers, known as para-financieras, particularly within agricultural producer organizations in southern and southeastern Mexico.
As stated on the agency's website, FIRA is part of the Mexican financial system and operates as a second-tier development bank that offers credit and guarantees, training, technical assistance and technology-transfer. This is to support the agriculture, livestock, fishing, forestry and agribusiness sectors in Mexico.

The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project.
