According to the Bank’s website, the purpose of the TC is to generate knowledge about social protection provision in Haiti, and social inclusion more broadly, by identifying lessons learned from the social protection portfolio and developing new insights from stakeholders, in particular from youth. The TC will fund (i) a comprehensive assessment of the impact and lessons learned of the fragility-adaptive social protection interventions of recent years (operations HA-L1145, HA-J0001 and HA-J0005), in particular large scale cash and in-kind transfers to tackle food insecurity and lack of basic healthcare services, (ii) an assessment of opportunities of providing social protection through a decentralized approach leveraging, in particular, Haitian Social and Economic Assistance Fund (FAES), regional bureaus, and (iii) a comprehensive process to gain insights and learn perspectives from Haitian youth, through activities such as youth fora, ideas competitions or hackathons, to give them the opportunity of designing and presenting a social protection and social inclusion vision for the country from their point of view. The reports and knowledge products will inform a dialogue with the Government Authorities, in particular FAES and the Ministry of Social Affairs and Labor (MAST), around how to potentially scale, through further funding, the selected opportunities.
