The aim of this TC is to support the preparation of the Policy Reform Program of the Water, Sanitation, Solid Waste and Water Resources Sectors (BO-L1200) Phase I and Phase II, to contribute to sector's sustainability through a process of reforms to improve governance and management of drinking water services, basic sanitation that includes solid waste management, and water resources in a context of Climate Change, leading to water security. The TC will finance individual consultancies to provide technical assistance and supervision to the Ministry of Environment and Water and its autonomous and decentralized entities, from preparation to approval and implementation of the products derived from the reforms and disbursement requirement compliance; as well as non-consulting services for edition, publishing and dissemination of materials under sector's requirement. The TC will also finance basic studies for elaboration of guidelines, plans and policies in prioritized subsectors as rural services, drainage, urban solid waste, and others, for both Phase I and II.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
