As stated by the EIB, the project concerns an artificial island (the Princess Elisabeth Island) located 45 km off the Belgian coast. It will support electricity transmission infrastructure, and act as an electricity hub connecting new planned offshore wind farms (Princess Elisabeth Zone) to the onshore electrical transmission grid as they come online. This operation will cover the second phase of the program - the electrical infrastructure to be installed.
The electrical infrastructure consists of a 220 kV-substation, 66kV cabins, as well as 220 kV/66 kV transformers. Electricity transport from the island to the shore will happen via 6 three-phase alternating current 220 kV cables between the energy island and the onshore 220 kV substation.
As stated on the company's website, Elia Transmission Belgium operates the electricity transmission network in Belgium. We manage the Belgian high-voltage transmission grid (30 kV to 400 kV), which comprises over 8,903 km of overhead lines and underground cables.
Elia Transmission Belgium is part of Elia Group, one of the five largest transmission system operators in Europe. Elia Group supplies 30 million end users with electricity through its subsidiaries in Belgium (Elia) and in the north and east of Germany (50Hertz). In addition to its activities as a transmission system operator, Elia Group provides consulting services to international customers through its subsidiary Elia Grid International. In recent years, the Group has launched new non-regulated activities such as WindGrid (which focuses on the development of offshore electricity grids in Europe and beyond). Elia Group is a listed company whose core shareholder is the NextGrid Holding.

ACCOUNTABILITY MECHANISM OF EIB
The EIB Complaints Mechanism is designed to facilitate and handle complaints against the EIB by individuals, organizations or corporations affected by EIB activities. When exercising the right to lodge a complaint against the EIB, any member of the public has access to a two-tier procedure, one internal - the Complaints Mechanism Office - and one external - the European Ombudsman. When dissatisfied with a complaint to the EIB Complaints Mechanism, citizens can then turn towards the European Ombudsman. A memorandum of Understanding has been signed between the EIB and the European Ombudsman establishes that citizens (even outside of the EU if the Ombudsman finds their complaint justified) can turn towards the Ombudsman on issues related to 'maladministration' by the EIB. Note that before going to the Ombudsman, an attempt must be made to resolve the case by contacting the EIB. In addition, the complaint must be made within two years of the date when the facts on which your complaint is based became known to you. You can write to the Ombudsman in any of the languages of the European Union.
