According to the EIB, the project concerns the reconstruction of the Bar-Golubovci section, approximately 40 km of open electrified railway line, 17 km of station tracks and 6 km of shunting tracks.
The section is part of the Bar-Vrbnica railway route which lies on the indicative Extended Orient/East Mediterranean Trans-European Network (TEN-T) core corridor (South East Europe Transport Observatory - SEETO Route 4).
The aim is to facilitate growth of rail traffic on the Montenegrin, Western Balkans and wider European railway network. This will result in time savings, vehicle operating cost savings, transport safety benefits, and environmental benefits in terms of reduction of greenhouse gases and pollutants.
As stated by the EIB, the project crosses for about 15km Lake Shkodër, an Emerald site (ME0000003) and RAMSAR site, as well as being located in the vicinity of another Emerald site Rumija (ME000000D) and relevant provisions related to the impact of the project on protected areas will be checked during the appraisal). The project has potential transboundary effects, and the measures to implement provisions of the Espoo Convention are to be appraised.
As stated by Devex, Railway Infrastructure of Montenegro - AD Podgorica is a joint-stock company, established on the 7th of July 2008, according to the Strategy of resrtucturing of the Railways of Montenegro.
In the capacity of infrastructure manager, being public wealth in general use and owned by the state of Montenegro, Railway infrastructure develop and invest in railway infrastructure, secure its modernization and maintenance, ensure access and allocate infrastructurer facilities to all interested railway transporters that fulfill legal requirements , defines infrastructure access charges, makes and announces timetable, organizes and regulates railway transport.
It is among the first companies in Montenegro that accepted Corporate Governance Code and its application.
It is the member of CER ( Community of European Railway and infrastructure Companies) and UIC ( International Union of Railways).

ACCOUNTABILITY MECHANISM OF EIB
The EIB Complaints Mechanism is designed to facilitate and handle complaints against the EIB by individuals, organizations or corporations affected by EIB activities. When exercising the right to lodge a complaint against the EIB, any member of the public has access to a two-tier procedure, one internal - the Complaints Mechanism Office - and one external - the European Ombudsman. When dissatisfied with a complaint to the EIB Complaints Mechanism, citizens can then turn towards the European Ombudsman. A memorandum of Understanding has been signed between the EIB and the European Ombudsman establishes that citizens (even outside of the EU if the Ombudsman finds their complaint justified) can turn towards the Ombudsman on issues related to 'maladministration' by the EIB. Note that before going to the Ombudsman, an attempt must be made to resolve the case by contacting the EIB. In addition, the complaint must be made within two years of the date when the facts on which your complaint is based became known to you. You can write to the Ombudsman in any of the languages of the European Union.
