As stated by the EBRD, the project consists of a senior loan of up to USD 78 million in favour of DataVolt IT Park Data Center JV LLC to finance the Project, which encompasses the full lifecycle of the facility from design and construction through to commissioning and long-term operation.
The Project aims to strengthen data centre capacity and promote digitalisation efforts in Uzbekistan and the wider region, where such capacity, efforts and associated financing are extremely rare.
The project will improve the capacity and quality of ICT infrastructure in the Uzbekistan beyond the prevalent standards in the country, as currently there is virtually no capacity and existing facilities are predominantly captive data centres. The project would introduce 12 MW Tier III carrier-neutral capacity in the country available for colocation, and would target various groups as its potential clients - namely local enterprises, government institutions, hyperscalers, cloud and content providers.
The facility is designed to achieve LEED Gold certification, reflecting high environmental performance across energy, water, materials, and other environmental standards. In addition, the client has implemented a comprehensive waste and e-waste management policy under its integrated management system.
As stated by the EBRD, DataVolt IT Park Data Center JV LLC is a special purpose vehicle incorporated in Uzbekistan in 2024 for the development, construction, and operation of a 12 MW IT Load Tier III carrier-neutral data centre.
As stated on the company's website, DataVolt is "developing and operating future-ready, innovative, environmentally conscious data centers for a connected world." DataVolt is a wholly owned subsidiary of Vision Invest, a leading Saudi Arabian development and investment holding company.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
