As stated by the EBRD, the project consists of the provision of a senior secured loan of up to US$ 30 million in KZT equivalent to Bank CenterCredit JSC ("BCC") under the EBRD Green Economy Financing Facility Kazakhstan II . The financing will be used for on-lending to eligible private sub-borrowers in Kazakhstan for the Green Economy Transition ("GET") investments. The GEFF loan will be granted in two tranches, Tranche A of up to US$ 20 million and an uncommitted Tranche B of up to US$ 10 million.
The project will allow BCC to support local currency lending to eligible private sub-borrowers for investments in climate change mitigation and adaptation technologies. The project aims to scale up FI-intermediated green lending in Kazakhstan; and further improve BCC' skills in identifying and assessing a wide range of green investment opportunities.
The EBRD categorized the project risk as 'FI'.
As stated by the EBRD, BCC is the third largest bank (out of 21) in Kazakhstan with total assets of US$ 12.6 billion, equity of US$ 1.2 billion and market shares of 10.5 per cent in total assets, 11.2 per cent in customer loans and 11.7 per cent in deposits as of end-September 2024. The bank offers a wide range of retail, corporate and MSME products through more than 150 offices in 25 cities and rural settlements of Kazakhstan. The bank is currently rated "BB/stable" by Standard & Poor's and "Ba1/ positive" by Moody's.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
