According to the Bank’s website, the project consists of a senior loan of up to EUR 34.0 million, in two tranches to Communal Enterprise "Rivneoblvodokanal" in Ukraine, to finance: (i) the construction of a new Wastewater Treatment Plant (the "WWTP") with a total capacity of 60,000 m3/day, (ii) the reconstruction of three sewage pumping stations, and (iii) integration of energy-efficient technologies and SCADA systems across facilities.
The loan will be co-financed by an investment grant of up to EUR 10 million from Eastern Europe Energy Efficiency and Environment Partnership ("E5P"). The loan will be fully guaranteed by the Rivne Region (the "Region") and partially (25%) guaranteed by the Ukraine Investment Framework Municipal Infrastructure and Industrial Resilience ("UIF MIIR").
Project Objectives:
Categorised B (ESP 2019). Key environmental receptors potentially affected include air quality (dust and odour), water resources (surface and groundwater), soil, and the local community. Impacts on biodiversity and cultural heritage are expected to be limited as project activities will take place within existing and already modified area of the existing WWTP. The ESDD confirmed that no land acquisition, resettlement or significant adverse social impacts are expected, as all works will be implemented within existing facilities.

Communal Enterprise "Rivneoblvodokanal" is the regional water and wastewater utility fully owned by the Rivne Regional Council.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
