Project Description

If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the project consists of a senior loan of up to EUR 34.0 million, in two tranches to Communal Enterprise "Rivneoblvodokanal" in Ukraine, to finance: (i) the construction of a new Wastewater Treatment Plant (the "WWTP") with a total capacity of 60,000 m3/day, (ii) the reconstruction of three sewage pumping stations, and (iii) integration of energy-efficient technologies and SCADA systems across facilities.

The loan will be co-financed by an investment grant of up to EUR 10 million from Eastern Europe Energy Efficiency and Environment Partnership ("E5P"). The loan will be fully guaranteed by the Rivne Region (the "Region") and partially (25%) guaranteed by the Ukraine Investment Framework Municipal Infrastructure and Industrial Resilience ("UIF MIIR").

Project Objectives:

Construction of a new WWTP and rehabilitation of wastewater infrastructure in Rivne city and surrounding urban area in Rivne Region, ensuring EU-compliant wastewater services;
Contribution to Ukraine's priorities for restoration and resilience of critical infrastructure, supporting adaptation to war impacts and sustainable wastewater service provision for residents including internally displaced persons ("IDPs");
Strengthening of institutional capacity through targeted upskilling of the Company's workforce to operate new technologies and systems, and establishment of a dedicated project implementation unit supported by loan-funded implementation measures and qualified consultants;
Significant environmental improvements through 100% Green Finance attribution;
Promotion of gender inclusion by supporting the Company to adopt gender-responsive measures that foster women's meaningful workforce participation.

Early Warning System Project Analysis

For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

Categorised B (ESP 2019). Key environmental receptors potentially affected include air quality (dust and odour), water resources (surface and groundwater), soil, and the local community. Impacts on biodiversity and cultural heritage are expected to be limited as project activities will take place within existing and already modified area of the existing WWTP. The ESDD confirmed that no land acquisition, resettlement or significant adverse social impacts are expected, as all works will be implemented within existing facilities.

ACCOUNTABILITY MECHANISM OF EBRD

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
