As stated by the EBRD, the project consists of the provision of a senior loan of up to USD 65 million in favour of JSC Rustavi Azot, a joint stock company incorporated in Georgia, a leading chemical manufacturer in Georgia.
The Loan proceeds will be applied to finance: (i) the construction of a new low density ammonium nitrate (LDAN) plant located in Rustavi, Georgia, on territory of the existing plant; (ii) capital expenditures for energy efficiency improvements of the existing plant and (iii) working capital requirements.
As stated by the EBRD, JSC Rustavi Azot is a leading chemical manufacturer and the only producer of nitrogen fertilizers in Georgia. The Company stands as one of Georgia's largest industrial enterprises, employing up to 2,000 people. Rustavi Azot is owned by Indorama Corporation, a Singapore-based multinational conglomerate.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
