As stated by the EBRD, the project consists of the provision of a sovereign guaranteed loan of KZT 232.6 billion (EUR 449 million equivalent) in favour of JSC NC KazAvtoZhol, the national road operator in Kazakhstan. The loan will part-finance the design and civil works,as well asrelated consultancy services, for the reconstruction and upgrade of a 234-km section of the Aktobe-Ulgaisyn road. The project will be co-financed by the AIIB and by the Republic of Kazakhstan.
The objectives of the project are the reconstruction and upgrades (from 2 to 4 lanes) of a 234-km long road section between the cities of Aktobe and Ulgaisyn, and the improvements in inter-regional connectivity, safety standards, increased road capacity and reduced travel time.
As stated by the EBRD, JSC NC KazAvtoZhol is the national road operator in Kazakhstan.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
