According to the Bank’s website, the project consists of the provision of a senior unsecured loan to Garanti Leasing Romania in the amount of up to EUR 10 million for on-lending to local micro, small and medium-sized enterprises ("MSMEs") in Romania under the Financial Intermediaries Framework ("FIF").
The proceeds of the loan will be used to provide lease finance to local MSMEs. At least 30% of the proceeds will be directed to finance Green Economy Transition ("GET") eligible investments.
Categorised FI (ESP 2019): Garanti Leasing Romania is an existing client of the Bank. Reporting by the client has confirmed that the Company has in place the necessary environmental and social (E&S) policies, procedures, and risk assessment tools in line with the Bank's E&S requirements.
Established in 1998, Motoractive IFN SA, also known as Garanti Leasing Romania ("GLRO") is a mid-sized, SME focused finance lease provider based in Romania. GLRO is ultimately owned by financial group Banco Bilbao Vizcaya Argentaria ("BBVA"). The Company operates via 6 regional offices in Romania and has 72 employees. As of 30 September 2023, the Company had total assets of EUR 198m.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
