As stated by the EBRD, the project consists of the provision of a senior loan of up to MAD 130 million (equivalent to EUR 12 million) to Guelmim-Oued Noun Region to finance investments aimed to improve drinking water supply for households in rural areas in the province of Guelmim and to upgrade four existing Waste Water Treatment Plants (WWTPs), enabling the reuse of treated water for watering green spaces in the Region.
The Bank's loan will be supplemented by an investment grant of USD 1 million from the Global Environment Facility under the Financing Advanced Environmental Technologies in the Mediterranean Sea Region for Water Systems and Clean Coasts Programme for the upgrade of four existing WWTPs. The Bank's loan benefits from first-loss risk cover from the European Fund for Sustainable Development.
The Project's objectives are to reduce climate impacts, guarantee water security and promote circular economy as an effective framework for sustainable water management. The Project will address regional disparities in human capital development by increasing access to water and wastewater services to households living in the Region.
The transaction will also support the Region through Technical Cooperation to develop an Operational Performance Improvement Plan (OPIP). The OPIP will cover the development of (i) a sustainable Operation & Maintenance governance framework for rural water supply that will professionalise rural service delivery and improve service quality as well as (ii) a practical management and governance model for the use of recycled water that will ensure investment sustainability.
The Borrower is the Region of Guelmim-Oued Noun, one of the twelve Moroccan regions established by the territorial division of 2015. Main drivers of its economy are fishing and tourism. Guelmim-Oued Noun is expected to experience an economic boom in the medium-term leveraging on its significant renewable energy potential, both solar and wind.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
