As stated by the EBRD, the project consists of the provision of a sovereign-guaranteed loan of up to KZT 38.4 billion (EUR 72.4 million equivalent) in favour of Zhambyl Su (the "Company"), a municipal water supply and wastewater company in the city of Taraz, Kazakhstan, to design and construct a modern wastewater treatment plant (WWTP) with the treatment capacity of 80,000 m3 per day.
Wastewater treatment in Taraz is currently limited to the use of filtration lagoons. Such treatment technology results in the contamination of groundwater and poses significant environmental and public health risks. The Project's primary objective is to improve the wastewater treatment and sludge management in line with the national and EU standards.
The expected transition impact of the Project stems from its environmental benefits. Green TI will be promoted through: (i) reduction of greenhouse gases (GHG) and odour, (ii) compliance of treated wastewater with local and EU standards, and (iii) reuse of treated wastewater for irrigation.
The associated facilities of the Project also include the reconstruction of a wastewater pumping station, and an external 35 kV power line for electricity supply to the WWTP that will be financed from the local budget through government funding.
The WWTP construction will use a 42.6 ha state-owned land plot allocated by the Oblast.
According to the EBRD, the Loan will be co-financed by KZT 8.5 billion (EUR 16.0 million equivalent) contribution from the Zhambyl region (the "Oblast"). The Oblast will finance (i) recultivation of the wastewater lagoons, (ii) reconstruction of the wastewater pumping station, (iii) construction of an external power supply network to the WWTP, and (iv) accrued value added tax.
As stated by the EBRD, SCE Zhambyl Su, a company fully owned by the municipality of Taraz. It is the sole provider of water supply and wastewater management services in Taraz.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project.
