According to EBRD website, Moldova imports ca 80% of its electricity needs. This project involves:
1. Back-to-back High Voltage DC (HVDC) converter substation in Vulcanesti to allow the connection between the electricity systems of Romania and Moldova, namely the European Network of Transmission System Operators of Electricity (ENTSO-E) and the Integrated Power System/United Power System (IPS/UPS);
2. 400kV transmission line between Vulcanesti and Chisinau (to be financed by WB);
3. Extension of the substation in Chisinau in Moldova and
4. Extension of the Vulcanesti 400kV substation.
It aims at assisting Moldova to diversify its supply of electricity and strengthen the domestic transmission network, in particular in order to allow for integration with the ENTSO-E network in the long run.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
