According to the Bank’s website, the loan will support the expansion of MGA’s current facility to a 20,000 metric tons per annum plastic recycling plant in Nairobi, Kenya. The project is expected to: 1) improve informal waste pickers’ livelihoods and working conditions 2) reduce the amount of plastic waste ending in landfills, watersheds, or incinerated, and 3) demonstrate a scalable model for circular economy practices in East Africa.
The new facility would allow MGA torecycle 20,000 metric tons per annum of plastic, while formalizing the recycling supply chain to increase wages and protections for individual plastics suppliers.
Loans for Projects that include construction and operation of small and medium sized industrial facilities and related commercial worksites are screened as Category B projects under DFC’s environmental and social (E&S) policies because impacts are site-specific and readily mitigated. In accordance with DFC’s Environmental and Social Policy and Procedures (ESPP), the Project has been classified as Special Consideration due to heightened labor risks associated with informal waste pickers (IWPs) from whom MGA sources its plastic waste, and risks of child labor in the plastic waste supply chain.
The primary E&S issues associated with the Project include the risks in the supply chain related to labor and working conditions for IWPs and child labor. The Project’s environmental issues include worker safety (including life and fire safety) and controlling environmental releases to acceptable levels. Climate related risks that will be addressed include: preparations for wildfires, ensuring water availability especially during droughts, the use of non-combustible building materials, and proper fuel management.
A $5.5 million loan guaranty, 5 year tenor.
Mr Green Africa (MGA) recycles plastic waste into plastic granules and sells them to fast moving consumer goods brand owners in Kenya.

Unlike many other development finance institutions, DFC does not currently have an access to information policy.
