According to the CDB, the project will enhance the capacity of the University of the West Indies Open Campus to increase enrolment and provide quality tertiary education and training in Saint Lucia and St. Vincent and the Grenadines. The project will also upgrade skills for employability, consistent with national and regional development imperatives.

As stated on the institution's website, for over seven decades, The University of the West Indies (The UWI) has provided service and leadership to the Caribbean region and wider world.
The Open Campus is the online campus in The UWI system, with the same rigour and high educational standards that The University of the West Indies is known for regionally and internationally.
