According to the CDB, the project will reduce the risks associated with landslide and flood hazards by rehabilitating and reconstructing critical infrastructure to better conditions than before Hurricane Tomas hit in 2010; upgrading and improving impacted emergency shelters to internationally accepted standards; and assisting the Government in disaster response and sea defence designs at Sandy Bay and Dark View. The works will reduce the vulnerability of the project sites and communities to future adverse weather-related events.
According to the project documents, the firm in charge of construction works is Franco Construction Ltd - St. Vincent, while the consulting firm for the project is Smith Warner International (SWIL) - Jamaica.
As stated on the latter's website, David Smith and Philip Warner honed their craft while working for a large Canadian engineering firm on a first-of-its-kind coastal zone management project for the island of Barbados. It was a four-year multidisciplinary endeavor funded by the Government of Barbados and the IADB. David and Philip saw the Caribbean’s vulnerability and the need to protect its uniqueness. In 1995 they launched Smith Warner International with one tiny office in Kingston and one big project. Today, under the leadership of visionary Jamel Banton, we have 30 passionate, full-time professionals, making us the Caribbean’s largest and most comprehensive coastal engineering and zone management firm.
