As stated by the AIIB, the project development objective is to support the Government of Kyrgyzstan in mitigating the economic and social impacts arising from the recent developments in the Middle East, while preserving fiscal space for priority expenditures and strengthening resilience.
The Program is proposed as a USD50 million equivalent Policy-Based Co-financing (PBCF) operation under AIIB's Energy, Food Security and Economic Resilience Facility, to provide fast-disbursing budget support to the Kyrgyzstan.
The Program will co-finance the Second Sustainable and Inclusive Growth Development Policy Operation (DPO-2) series of the World Bank (WB) for the Kyrgyzstan. DPO-2 supports 11 prior actions under three pillars:
(a) ensuring sustainable and equitable energy supply, through reforms to strengthen the financial viability, governance, transparency, and private sector participation in the energy sector;
(b) enhancing social service delivery and climate resilience, through improvements in social protection, regional development financing, climate governance, and green finance; and
(c) strengthening fiscal sustainability and the business environment, through fiscal rule implementation, public procurement reforms, and measures to promote competition.
These prior actions are aligned with the Kyrgyzstan's national development priorities and sector strategies, reflect strong government ownership, and build on reforms supported under the WB's first DPO operation.
Total financing amount: USD100 million

ACCOUNTABILITY MECHANISM OF AIIB
The AIIB has established the Accountability Mechanism for Project-Affected People (PPM). The PPM provides Òan opportunity for an independent and impartial review of submissions from Project-affected people who believe they have been or are likely to be adversely affected by AIIBÕs failure to implement the ESP in situations when their concerns cannot be addressed satisfactorily through Project level GRMs or AIIB Management processes.Ó Two or more project-affected people can file a complaint. Under the current AIIB policy, when the bank co-finances a project with another development bank, it may apply the other bank's standards. You can refer to the Project Summary Information document to find out which standards apply. You can learn more about the PPM and how to file a complaint at: https://www.aiib.org/en/about-aiib/who-we-are/project-affected-peoples-mechanism/how-we-assist-you/index.html
The complaint submission form can be accessed in Arabic, Bahasa Indonesia, Bengali, Chinese, English, Tagalog, Hindi, Nepali, Russian, Turkish, or Urdu. The submission form can be found at: https://www.aiib.org/en/about-aiib/who-we-are/project-affected-peoples-mechanism/submission/index.html
