Project Description

According to the Bank’s website, as part of the Bank’s special initiative in favor of the Mano River Union countries, a road programme was identified in 2014. Considering its high cost, it was agreed to carry out the support in phases. Phase 1, which is nearing completion involves Liberia, Côte d’Ivoire, and Guinea while phase 2, involving Liberia and Côte d’Ivoire is ongoing. It is in this background, that the Governments of Sierra Leone, Liberia, and Guinea, through the Mano River Union (MRU) Secretariat, approached the Bank in November 2020 to contribute to the financing of Phase 3 of the Mano River Union (MRU) Road Development and Transport Facilitation Programme. This Phase 3 of the Programme will consist of: (i) the development and asphalting of: (i) 89km of road, including 50 km in Liberia and 25km in Sierra Leone to be upgraded according to ECOWAS standards (7m of pavement and two shoulders of 1.5m each with an asphalt concrete structure); (ii) road studies on 197km, including 27 km in Guinea, 90km in Sierra Leone and 80 km in Liberia (iii) the construction of a 276 meters bridge over the Makona (Moa) River between Guinea and Sierra Leone. In addition, it is also planned in the Programme countries concerned to: (i) carry out development of socio-economic and market infrastructure and support for women's and youth groups, in particular for the development of local products; and (ii) to provide support to strengthen the capacities of certain government departments in order to facilitate transport and trade. The overall Phase 3 Programme cost for the three countries is estimated as UA 69.28million. ADF Grant of UA 6.03 million to the Republic of Guinea that will be processed through an addendum subsequently in accordance with Bank Group policies; ADF Grant of UA 7.60 million to the Republic of Liberia; ADF Grant of UA 24.73 million to the Republic of Sierra Leone; ADF Loan of UA 21.66 million, TSF-1 Loan of UA 8.24 million to the Republic of Liberia and Government of Sierra Leone (GoSL) counterpart funding of UA 1.02 million.
