Project Description

As stated by the AfDB, the rationale of the proposed Project is to leverage the experience and strong local presence of DAL Group to channel essential technical support and resilience building to smallholder farmers across multiple value chains, while catalysing private sector development in Sudan. The proposal aims to complement the Bank’s recently approved USD 130 million regional investment program by DAL Group, focused on agricultural transformation, food security, and regional trade with marked development results.

The Project Development Objective (PDO) of the Technical Assistance and Capacity Building Project is two fold: (i) enhance DAL Group’s capacity to produce financial reports in a hyper inflationary environment by supporting its transition to IAS 29 and other IFRS full compliance; and (ii) provide capacity building and technical support to strengthen human and institutional capacity. These objectives complement the Bank’s existing strategic partnership with DAL Group and will further enhance its capacity to serve more of the local market in Sudan and expansion of its operations to neighbouring markets in Transition States and countries faced with fragility including South Sudan and Chad.

The Project will have an estimated 4,838 direct beneficiaries (51% women and 28% youth), about 270,711 indirect beneficiaries in multiple communities in the targeted localities, most of which are enclaved rural areas with limited economic activity. It will leverage on the Company’s existing operations and infrastructure in the gum arabic, mango and meat value chains to deliver customized training and capacity building activities. The Project will help address key constraints faced by end beneficiaries, i.e., low skills and knowledge required for agricultural production (including climate smart production), lack of inputs needed for cultivation and access to markets.
